BRIEF HISTORY OF SAN CARLOS COLLEGE
The San Carlos College, formerly and popularly known as PIEAS (Pangasinan Institute of Education, Arts and Sciences) is ideally situated in Mabini Street, San Carlos City, Pangasinan.
This school was founded by the late Supt. Fortunato C. de Veyra with the assistance of people with genuine devotion and dedication to serve in the field of education namely Judge Domingo Cabangon, Fiscal Conrado Soriano, Dr. Bernardo Acena, Dr. Antonio Sanchez and Dr. Romualdo A. Concepcion.
The PIEAS formally opened its doors in November, 1946 with the Elementary Teachers Course as its initial curricular offering. In the succeeding year, the Secondary Course was offered and subsequently, the Elementary Course.
When there was a felt demand for high school teachers, the four-year BSE Course and eventually the Liberal Arts Course were offered to sustain the steady growth of the school.
In 1958, Dr. Romualdo Concepcion took over the Presidency.
In 1959, the Commerce and Secretarial Courses were added to the programs of instruction.
In August, 1964, the Graduate Course in education was opened.
School facilities are continually being expanded to afford the students and faculty the best atmosphere conducive to effective teaching-learning process.
In the late 1980’s, a separate science laboratory building fully equipped with modern laboratory facilities and apparatuses was constructed. The school had likewise acquired an adequate number of latest hardwares and softwares, housed in a fully air conditioned computer laboratory for use in the integration of computer courses offered both in the high school and in college curricula.
In the later part of 1993, the College President, through the Board of Trustees appointed Atty. Arturo B. de Veyra as Executive Vice-President and eventually as President in 1996.
Upon assumption of office, Atty. De Veyra revived with more vigor and determination a no-nonsense building construction, facilities acquisition, school plant maintenance and faculty / staff development programs.
To strengthen the Computer Education program, San Carlos College entered into a partnership with Informatics Computer Institute, a world famous computer training institution based in Metro Manila. In addition, a new three-storey computer building was erected.
A sports enthusiast, Atty. De Veyra approved an ambitious Sports Development Program during the third quarter of 1998. To date, San Carlos College is one of the private schools in the Division of San Carlos that maintains a functional and continuing Sports Development Program and probably one of the few schools in Region I that is equipped with adequate and modern sports facilities.
With the felt need of the community for information and multimedia technology and to keep at pace with the demands of global competitiveness, the I.T. Courses were offered in June, 2000.
Eventually, to meet the demands of the fast growing enrolment in all levels, additional science laboratory for Zoology, Physics and Earth Science classes, separate from that of the main science laboratory was constructed; INTERNET, Audio-Visual Room and Speech Laboratory were likewise provided.
In its continuous quest for quality education over and above the minimum standards set by the Commission on Higher Education and the Department of Education, massive improvements not only of facilities, (includes construction of comfort rooms in each floor of the four-storey main college building} and infrastructures were launched, but also of instruction. Attendances and participations of its faculty and staff in seminars, trainings and conferences are regularly being required by the administration with the end in view of having the most qualified instructional staff, majority of whom are holders of masteral and doctoral degrees in their respective fields.
To date, the College can stand up high for having its teacher education courses – the BEEd and BSEd accredited with Level I status by the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA} in May, 2005 and is still unceasingly aiming for higher levels and the accreditation of its other program offerings.
In July, 2010, Ms. Elsa Ma. V. Unson, a woman of great dynamism and character assumed the presidency. As an educator, she introduced major changes and improvements on instruction and school facilities both in San Carlos College and its branch in Urbiztondo, Pangasinan, the Urbiztondo Private High School; notably the construction of the fourth floor of the former three-storey computer science building with comfort rooms in each floor and the provision of fully equipped science and computer laboratories in the main and branch school respectively.
At her initiative, this school year 2011-2012 computer education became a part of the curricula both in the Elementary Dept. and in that branch school in Urbiztondo. Hopefully by school year 2012-2013, the Preschool Program will be opened due to insistent public clamor and that of the institution’s stakeholders.
San Carlos College takes pride of its more than half-century of existence not solely because of its acceptance by the community but also because of the numerous professionals who are its alumni holding various responsible positions in the government and private sectors. Topping them all are the graduates from the teacher education courses who constitute about 85% of all public school teachers in San Carlos City not to mention those who are employed in public and private schools in other places. Graduates in the College of Accountancy likewise show a good record of passers in the CPA Board Examination while student-graduates in the College of Information and Computing Studies recently surpassed the TESDA Assessment Examinations garnering 100% passing percentage for 20l0 assessment for Computer Hardware Servicing NC II and 93.33% (highest in the provincial level) for Computer Programming NC IV.
Over half a century had elapsed and the San Carlos College proudly marches on to posterity with its ideals of CHARACTER, SCHOLARSHIP and SERVICE.
